Can a consumer refreeze leftover turkey?

Yes. The reason one should not refreeze food is that the quality might not be good. Food contains water and when water freezes, it expands. During the expansion the cells making up the food could be ruptured. When the food is thawing, the ruptured cells will lose water and hence the food will become drier. Therefore, each time you freeze, thaw, refreeze, and thaw again, the food will be drier each time it is thawed.
