If frozen seafood is accidentally thawed in the freezer, is it safe to refreeze it?

Questions such as this have to be answered on an individual basis, but there are some general considerations. If the food is still cold to the touch, it is usually safe to refreeze it. If it is not cold to the touch, enough bacteria may have grown to cause spoilage or a food-borne illness such as scromboid poisoning.
