A can of October beans has only half of the beans are in water, the remaining half are out of water and look dry. Are they safe to eat?

This product will probably have a poorer quality but will be safe to eat. Over time the quality will continue to deteriorate. Therefore, you are right - consume quickly for quality and not for safety sake. In regards to the center jar which tipped over during processing - YES - as long as the jar is sealed and has been processed for the appropriate length of time.
