Can I use hand sanitizer in place of handwashing?

No.  The U.S. Food Code (2005), the basis of the SC School HACCP Plan, and the SC Foodservice Rules prohibit the use of hand sanitizers in place of handwashing.  Hand sanitizers (now termed hand antiseptics) do not remove a significant number of microorganisms from the hands.  Furthermore, every stage in handwashing is equally important and has an additive effect in reducing the numbers of microorganisms on the hands.  Therefore, effective handwashing must include scrubbing, rinsing, and drying the hands.  When done properly, hands can be used for food handling.
